As of mid-November 2024, there are about 7.7 million Ukrainian citizens abroad, most of whom live in the European Union. This was reported by the Ministry of Foreign Affairs of Ukraine in response to a request from DW.

According to the Ministry of Foreign Affairs, 5.3 million Ukrainians (69%) are in the EU, about 880 thousand are in the United States, 408 thousand are in Canada, and about 200 thousand are in the United Kingdom. There is no accurate data on Ukrainian citizens in Russia due to the lack of diplomatic relations between the two countries.
The Ministry of Foreign Affairs also noted that more than 400,000 Ukrainians are registered with the consular authorities, most of whom (250,000) are registered in the EU. Consular registration remains voluntary, but it provides faster access to consular assistance and allows participation in elections at foreign polling stations.
According to the United Nations High Commissioner for Refugees (UNHCR), as of 2024, almost 6.8 million Ukrainians officially have refugee status. Of these, more than 6.2 million live in Europe. The largest refugee groups are in Germany, Russia, and Poland. In addition, almost 3.7 million citizens are internally displaced within Ukraine.
