Russia’s New State Strategy Until 2036
According to the UK’s intelligence briefing, on November 25 the Kremlin published a document titled “The National Policy Strategy of the Russian Federation Until 2036.”
The document explicitly outlines the creation of a “Russian identity” in regions of Ukraine occupied after the full-scale invasion.
Analysts note that the strategy includes instructions to:
- continue forced Russification,
- impose the Russian language in public and administrative life,
- integrate local populations into Russia’s cultural environment,
- cultivate loyalty to the Russian state.
The UK intelligence community assesses this as part of a systemic policy aimed at erasing Ukrainian identity and delegitimizing Ukrainian statehood.
Imperial Claims Over Ukrainian Territories
The strategy labels the occupied regions of Donetsk, Luhansk, Kherson, Zaporizhzhia, and Crimea as “historical territories of the Russian state.”
UK intelligence describes this terminology as a clear demonstration of the Kremlin’s imperial vision of Ukraine, attempting to rewrite history to justify occupation.
Background and Context
UK intelligence regularly publishes analytical reports on Russia’s military actions and political decisions. Earlier publications highlighted:
-
significant Russian military losses;
-
the presence of North Korean forces and equipment supporting Russia’s war effort;
-
ongoing attempts to reshape political and cultural narratives in occupied territories.
