Blood Toll of War: Russian Attacks Cost Ukraine 70 to 100 Civilian Lives Every Week

Russian terror against the civilian population of Ukraine continues unabated. Due to regular and massive enemy strikes on civilian infrastructure, residential areas, and border communities, between 70 and 100 peaceful residents are killed every week. These shocking figures were officially released by the Minister of Internal Affairs of Ukraine, Ihor Klymenko, during his address at the IV International Summit of Cities and Regions “Partnership. Resilience. Preparedness.”

The head of the Ministry of Internal Affairs emphasized that preserving human lives remains the most critical and challenging task for all levels of government amidst continuous Russian air attacks.

“The main thing we must talk about is preserving the lives and health of our people, of our children. In a single week, we lose 70 to 100 of our civilian citizens. They die as a result of attacks by drones, ballistic missiles, cruise missiles, and aviation bombs,” stated Ihor Klymenko.

The Minister clearly outlined the spectrum of weaponry that the aggressor state deploys against the civilian population daily. These are combined attacks aimed at maximizing the exhaustion of air defense systems and terrorizing people:

Ensuring proper security within communities—especially those bordering the terrorist state or the front line—is a priority for the Ministry of Internal Affairs and the Ministry of Restoration. The state is implementing several key tools for civil protection:

  1. Digitalization of Shelters via the “Diia” App: Ihor Klymenko reminded citizens that an interactive shelter map is fully functional within the official government app “Diia.” In real-time, every Ukrainian can check the availability of the nearest bomb shelter, evaluate its technical condition, capacity, and plot the shortest route.

  2. Updated State Building Codes (DBN): Ukraine has radically changed its urban planning legislation. From now on, no developer can commission a residential complex, school, hospital, or shopping center unless the construction project includes a fully functional, protected, and equipped bomb shelter. For border regions, developing such underground infrastructure is a matter of physical survival for entire communities.

International Support for the Resilience of Ukrainian Cities

The Head of the Ministry of Internal Affairs expressed deep gratitude to foreign delegations and international partners who took part in the summit of cities and regions. Thanks to the technical, financial, and humanitarian assistance of Western allies, Ukrainian rescuers (State Emergency Service) and police receive modern equipment for debris removal, demining robotics, mobile shelters, and rapid emergency response tools.

However, the Minister emphasized that the ultimate protection for civilians is a closed sky, which requires an even greater number of modern air and missile defense systems.
