PACE recognizes Russian Orthodox Church as an instrument of Kremlin propaganda

The Parliamentary Assembly of the Council of Europe (PACE) has adopted a resolution calling for sanctions against Russian propagandists and recognizing the Russian Orthodox Church as an instrument of influence of the Kremlin regime.

According to Ukrainian MP Oleksiy Honcharenko, the resolution was supported by 117 delegates, 14 voted against, and five abstained. Among those who voted against it were five parliamentarians from Italy.
In the text of the resolution, the PACE expresses concern about large-scale propaganda aimed at manipulating public opinion, undermining democratic processes and threatening fundamental values and human dignity.
“Harmful propaganda includes both illegal activities and manipulations that affect the free exchange of views and informed participation of citizens in decision-making,” the resolution says. However, the Assembly emphasized that the fight against propaganda should not lead to censorship.
The PACE paid special attention to the role of the Russian Orthodox Church, recognizing it as an instrument of Kremlin influence. The text of the resolution states that the Russian Orthodox Church is part of a broader propaganda campaign aimed at destabilizing European democracies.
The Assembly also called for sanctions against Russian media outlets such as RT for their anti-democratic activities that threaten the national security of European states.
